Mascotte is taking steps towards a new residential project on the northern edge of the city. Hanover Land Company, a developer with experience in Lake County, proposed a development named Paragon Pines Estates on a 367-acre property previously known as the Stahlein Property.
The land sits east of State Road 33 and currently holds a “rural transition” designation. Hanover seeks to change this to “low density residential” to pave the way for the project. Mascotte’s City Council gave the initial green light in February, moving the application forward for further consideration.
While details like the number of houses and the exact layout are still under wraps, Hanover anticipates a multi-year development timeline. Their experience in Lake County includes projects like Ardmore Reserve in Minneola and Cypress Bluff in Groveland. They’re also behind the redevelopment of the former Pine Meadows golf course in Eustis.
During the public hearing, neighboring residents voiced concerns about potential traffic issues arising from the development. Hanover representatives assured them of their commitment to building high-quality projects that benefit both residents and the surrounding community.
Following the approval of the comprehensive plan amendment, the next step would be rezoning the land. This process allows Mascotte to collect taxes and fees from the development, which will help cover the costs of services provided, such as law enforcement. Although the project is in its early stages, Mascotte’s decision to move forward with the initial steps signifies a potential shift in the city’s northern landscape in the coming years.
